Summary
Council approved a funding agreement with MMSD for a $64,000 work plan (SFO4) to perform smoke testing aimed at identifying inflow into the sanitary sewer system; city will pay upfront and seek reimbursement from MMSD under program rules.
Bill, a department head, told the council the Milwaukee Metropolitan Sewerage District (MMSD) has allocated approximately $250,000 to the city for private property inflow and infiltration (PPI) work plans. One approved work plan, SFO4, calls for $64,000 to conduct smoke testing to identify inflow into the sanitary sewer system.
"It's for smoke testing to identify inflow, or infiltration, mainly inflow, within the sanitary sewers," Bill said, summarizing the scope of the SFO4 work plan. He explained the city must pay upfront and will be reimbursed by MMSD if the work follows program requirements; the city has prepared the work plan and MMSD has approved it.
Council member (speaker 12) moved to approve the funding agreement for the PPI program; the motion was seconded and the council voted in favor.
What happens next: Staff will proceed with the SFO4 testing work plan and expects the work to be reimbursable by MMSD if the city follows the funding agreement and program requirements.
