County administrator presents draft 3–5 year strategic plan focused on finance, housing and mental health

The county administrator presented a draft strategic plan to guide county priorities over the next three to five years, based on committee input and a board exercise to identify top issues.

He summarized the process used to gather priorities from committees and board members, described the five top areas of focus (budget/finance; operational efficiency and innovation; affordable/workforce housing; workforce retention, compensation and staff development; and mental health), and explained how department heads will translate those priorities into SMART goals with measurable outcomes and timelines.

The presentation included proposed objectives and sample key performance measures for the highest-priority area (finance), such as long-term financial planning, budget transparency, grant pursuit, and reserve maintenance. The administrator asked the board to review the draft and suggested returning it next month for approval after committee-level input and possible revisions.

Several supervisors expressed support and asked whether committee-of-jurisdiction review would be included; the administrator said department heads will report at committee level and the plan will be revised prior to formal adoption.
