Sawyer County CJCC accepts judge's resignation, elects new leadership and amends bylaws on designees

At its Jan. 14 meeting the Sawyer County Criminal Justice Coordinating Council accepted a judge’s resignation, named Julia Lyons chair and Judge Smith vice chair, removed and replaced a community-member seat, and amended bylaws to permit Sawyer County circuit judges to send CJCC-approved designees.
The Sawyer County Criminal Justice Coordinating Council on Jan. 14 accepted the resignation of a judge from the chair position, elected new leadership and adopted a bylaw amendment that allows Sawyer County circuit court judges to be represented by CJCC-approved designees.
Council members voted to accept the resignation and then moved to elect Julia Lyons as chair. Nominations were closed and Judge Smith was unanimously chosen as vice chair. The council also removed community member Grant Gerber for lack of availability and appointed Dave Dixon to fill that seat. Dave Dixon told the council he taught and coached in the Hayward School District for many years and is now involved with Timber Bay Ministries serving at‑risk youth.
The council also brought Amanda Locker into the public defender representative seat. Locker said she had been promoted into the public defender role and covers seven counties, including Sawyer.
Members debated and then amended CJCC membership language to add “or designee as approved by CJCC” after the Sawyer County circuit court judges’ seat, while explicitly leaving the LCO tribal judge seat unchanged. The change required a roll-call vote under the bylaws' two‑thirds requirement; the existing board present at the start of the session recorded aye votes and the motion carried. The chair and staff said they will draft clarified bylaw text for the minutes and bring further bylaw adjustments (including resignation language for non‑officer members) back to a future meeting.
The council’s actions followed standard procedure for membership and bylaw changes: the resignation was accepted, replacements were nominated and approved, and the membership language was amended after a roll‑call vote. The minutes will reflect the precise amended wording and the board asked members to submit any additional bylaw edits before the next agenda.
