Board approves temporary overlap hire for emergency manager ahead of retirement

Canton Township trustees on Jan. 13 approved a temporary headcount increase that will allow overlap between the current emergency manager and a newly hired replacement for up to 120 days after the new hire. The measure is intended to ensure a smooth transition and training period after William Hayes retires in 2026.
Board members and staff described the emergency manager role as critical to public safety and compliance with the Emergency Management Act (Public Act 390), including hazard and vulnerability analyses, leadership in the emergency operations center during incidents, and delivery of training exercises. Trustees praised Hayes’s years of service and his role in establishing the CERT team and coordinating with state and federal partners.
The board approved the temporary headcount increase on a voice vote. Staff said the change is part of succession planning and that the new hire will be trained by the outgoing manager to preserve institutional knowledge and operational readiness.
