Items approved included the purchase of a fire engine and equipment, a budget amendment tied to a grant for Financial Services, a continuing contract (CO23Quebec006) and task order with AECOM for Broad Street design, copier leases, annual service agreement with Johnson Controls Building Solutions LLC, termination/release of an easement and bill of sale, increases to authorized utility-contractor amounts, a replacement secondary internet source for police, and a master services agreement with SWITCOV.
Public commenters questioned the AECOM continuing-contract cost (one commenter said AECOM would receive over $1.4 million and expressed concern about in-house engineering alternatives) and urged the council to uphold the comprehensive plan regarding Apollo Gardens (a Demeritt Drive development) when considering an easement termination.
Separately, staff read two ordinances amending Chapter 15 (pensions and retirement) to clarify DROP-account interest accrual (moving from annual to quarterly accrual language); the city said the actuary will provide impact statements at a subsequent meeting.
