FPPC highlights enforcement gains, launches 2025 heat map for public transparency

The Fair Political Practices Commission on Jan. 15 highlighted enforcement results from 2025 and unveiled an updated enforcement heat map designed to increase public access to enforcement outcomes.
Chief of Enforcement Kendall Bonebrake summarized division activity, reporting 902 complaints processed, 1,729 referrals processed, 1,268 cases closed and an open year-end caseload of 856. He said the enforcement team’s work led to more than $543,539 in levied fines for the year.
Staff also distributed the agency’s 2025 annual report and demonstrated a new online heat map. Communications Officer Sherry Yang described how users can hover over a county to see case types, penalties and respondent positions, and click a case name to open the underlying PDF stipulation, decision and order. “You can click on the case name, and it will pop up with a PDF so that you are getting the actual PDF, the stipulation decision, and order,” Yang said.
Commissioners praised the data-driven transparency tool and discussed using the map to target education and outreach in counties with concentrated enforcement activity. Commissioner Brandt suggested considering outreach strategies tailored to sprawling jurisdictions such as Los Angeles County, where many small cities and special districts complicate compliance efforts.
What’s next: staff will continue outreach in jurisdictions the heat map highlights and incorporate public feedback; the annual report and heat map are available on the FPPC website under the transparency portal.
