The City of Sugar Land Building Standard Commission voted Jan. 14, 2026, to find the property at 103 Saint Mark Street in compliance after staff documented a long history of violations and demolition work begun Jan. 12.
Nicole Guevara, assistant director for neighborhood services, summarized enforcement activity beginning with a July 17, 2025 complaint of nonpermitted construction, numerous reinspections through September, a search-warrant inspection in October, notices mailed to owners and lienholders, a Nov. 12, 2025 order requiring the property be secured and demolished by Dec. 12, 2025, and repeated reinspections. Guevara told the commission staff executed demolition work beginning Jan. 12 and that staff saved several turtles found during demolition operations.
Deputy Building Official James Posey presented photos showing extensive interior and exterior demolition, removal of sheetrock and insulation, and fencing to secure the site. Staff recommended the commission find the property no longer an unsafe or dangerous structure under section 3-190(a) of the City of Sugar Land Code of Ordinances.
A motion to find the structure safe was made and recorded in the transcript as moved by Mel and seconded by Shiva Pote; the motion carried by voice vote. The record shows staff had previously pursued notice, publication, and contact with mortgagee and lienholders; no owner or lienholder testimony was presented at the Jan. 14 hearing.
