County leadership discussed a proposed intergovernmental IT agreement with the City of Belvidere during old business on Jan. 8. The draft proposal conveyed to the board by staff would be for three years at $110,000 total with a 3% consumer price index escalation annually. "We came to a deal, a 3 year contract for a $110,000," the chair said.
Board members generally supported the shorter-term arrangement as a pragmatic compromise to continue county-city collaboration. "I'd rather be short over 3 years...than short a 120,000 over 1 year," one board member said, noting a preference to avoid reopening the budget. Another member said shorter terms are better for negotiation and noted the city had considered higher-year proposals.
The chair said he would inform the Belvidere mayor of the committee's interest and suggested the city place the item on its agenda. Staff indicated the county board would consider final approval at a subsequent county board meeting if the city advanced the item.
No final contract was approved at the committee meeting; the discussion served as direction to staff to communicate board sentiment and to allow the city to proceed with its internal approval process.
