Cumming council approves Georgia Power easements, awards $792,390 slope‑stabilization contract and accepts police vehicle purchases

The Cumming City Council on Monday approved several operational items during a regularly scheduled meeting, voting unanimously to grant temporary easements to Georgia Power, award a slope‑stabilization contract and accept a donor-funded purchase of two police vehicles. Mayor (S1) presided over the meeting and each motion recorded a 5–0 result.
City staff (Phil, S2) said Georgia Power requested five temporary easements to access city property for maintenance and tree trimming where the utility maintains overhead lines. The affected properties include the city's water plant on Dahlonega Highway, a water distribution center further along Dahlonega Highway and adjacent road property used as a storage yard. The council approved the easements as presented; staff said they had coordinated a site review with Mr. Hurd and reported no issues.
Public works staff (John, S3) reviewed a competitive procurement for slope stabilization at the Sawney Mountain tanks. Four bids were reported: GSI Incorporated (low bid) at $792,390; Rhino Design (listed in packet) at approximately $798,285; Reeves Young LLC at $1,097,305; and Vertical Earth at $1,242,062.25. Staff described the proposed solution as a "nail wall" with long metal anchors, wire mesh and shotcrete. The council approved awarding the contract to GSI Incorporated in the amount of $792,390.
Police Chief (S5) requested approval to purchase two Dodge Durango patrol vehicles. The lowest vendor quote was $43,493 per vehicle from Akins Ford and Dodge, totaling $86,986, and outfitting by Monster Customs was estimated at $45,396.33, bringing the combined purchase and outfitting total to $132,382.33. The chief said all funds for the vehicles and outfitting will be provided through the Police Foundation and that there will be no cost to the city's budget. The council voted to approve the purchase and outfitting.
In addition, Mayor (S1) announced that all nonessential city facilities will be closed for Martin Luther King Jr. Day on Monday, Jan. 19. The council later voted to enter an executive session to discuss pending litigation and then voted to close the executive session; both votes were recorded as 5–0. The meeting concluded with a motion to adjourn.
