Council approves $78,696 change order and 120‑day extension for wastewater project

Reedsville — The Reedsville City Council approved Change Order #4 on Jan. 13 for the wastewater treatment plant project to address unforeseen concrete repairs and extend the construction schedule.
Public Works Director Maurice Brothers explained the change order was needed because of damaged construction joints, spalling concrete below existing walkway bridges and continuous cracking in an aligned wall within Aeration Basin No. 2 that were not visible while the basin was in service. Brothers said the contractor, Turner Murphy Company Inc., requested an additional $78,696; with $84,987 remaining in the project budget, the revision updates the contract total and adds 120 calendar days to the schedule.
Brothers said the change would revise substantial completion from Dec. 31, 2025 to April 30, 2026 and final completion from Jan. 30, 2026 to May 30, 2026. Councilmembers asked whether inspections had been performed prior to the discovered damage; staff responded the basin was in service and the damage became apparent only once it was drained for repair work.
A motion to approve the change order was made, seconded and carried by the council.
