Clark County council approves settlement in O'Neil Payne III case after executive session

After meeting in executive session to discuss pending litigation pursuant to RCW 42.30.110, the Clark County Council returned to open session and Councilor Little moved to approve and accept, on behalf of the county, a settlement agreement and release of claims in O'Neil Payne III v. Clark County (case no. 3:25-CV-05045-TMC) and authorized the county manager to execute the document.
The motion was seconded and approved by voice vote. Council recorded the motion on the public record and the chair announced that the motion carried. The council then adjourned.
No additional details of the settlement were read into the public record during the Jan. 14 meeting; the council’s action and the case number were entered into the minutes.
