PGCPS updates P3 school construction, solar projects and on-campus clinics

Director Matlock of the Office of Alternative Infrastructure Planning and Development (OAIPD) told the Operations, Budget & Fiscal Affairs Committee on Dec. 17 that PGCPS's public-private partnership (P3) school program is advancing on multiple fronts.
Solar installations: Matlock said solar-panel installation under the district's climate-change action plan is underway at all six phase 1 schools. "The first two schools will receive energy over the winter break. The remaining four schools will be ready for energizing by spring," he said, and added the resiliency office will provide data to demonstrate energy savings. He said the program may yield grant funding and potential tax credits.
School-based clinics: Matlock said each phase 1 school includes a roughly 3,000-square-foot clinic, equipped with exam rooms, medical storage and office space. "Children's National Medical Center has been selected to operate the clinics," he said, and he provided a staggered opening schedule with Walker Mill expected in January 2026 and other clinics to follow through 2026.
Ownership and consent process: Matlock told the committee that PGC ECP (Prince George's County Educational Community Partners), the phase 1 partner, notified the district of an intended change in its ownership group. He said Fengate and Gilbane plan to transfer their equity interest to a different entity (identified in the presentation as BBGI). "None of PGC ECP's obligations will change as a result of this ownership transfer," Matlock said, but added the project agreement requires the PGCPS steering committee to grant consent. OAIPD has engaged legal and financial consultants for due diligence and reported no red flags so far; Matlock said a steering-committee meeting in January will consider a consent vote.
Phase 2 construction: Matlock gave a detailed status update on phase 2 work. He reported site grading, utility installation, foundation work and structural-steel deliveries for initial projects (Margaret Brent, Templeton, Robert Frost). He noted specific milestone activity including exterior framing, geothermal wells, MEP rough-ins and enclosure work, and said planned activities through March 2026 include curtain walls, storefronts, interior finishes and commissioning work.
Community engagement and next steps: Matlock described project planning committees—comprised of PTA members, administrators and staff—and quarterly town halls run by PEP for community updates. He also highlighted several industry recognitions for the Blueprint/PEP program and said the financing included a large taxable municipal bond component and local resident investment opportunities.
What happens next: OAIPD said consultants will complete due diligence on the equity transfer and the steering committee is scheduled to consider consent in January. Construction milestones for several phase 2 schools are expected through March 2026.
