Cariola noted the parcels are approximately 0.51 acres each per the county assessor, that 3845 Elm has a nonhabitable manufactured home and outbuilding while 3855 Elm lacks direct roadway access and would require an easement for future development. He told commissioners that zone changes are not conditionable and that the applicant intends single-family residences after rezoning.
Commissioners asked about mobile versus manufactured home allowances under county code; Cariola clarified that mobile homes (transient) and manufactured homes (HUD-constructed, permanent when affixed) are treated differently and that permitted housing types depend on the zoning and applicable standards. After questions, a motion to recommend approval of the rezoning to the Board was made, seconded and carried by voice vote.
