Planning commission approves tentative parcel map in Mound House for Richard Phelps

Shannon Sarasola, chair of the Lyon County Planning Commission, and fellow commissioners voted to approve a tentative parcel map requested by Richard Phelps to subdivide an approximately 15-acre site in Mound House into two parcels, with the smaller parcel 6.32 acres, APN 016-422-01 (PLZ 2025-097). Senior planner Lisa Nash presented the staff report and recommended approval, describing the site as located in a heavy-industrial suburban zoning conversion and noting the split meets minimum lot-size and frontage requirements.
"This is located in Mound House on 10 Way," Nash said during her presentation and summarized review requirements under chapter 15.606.0.07(d) of the Lyon County code, noting potable water would be provided by Lyon County utilities, parcel A has an existing commercial septic system and parcel B will require a state septic permit. Nash also told the commission that any new driveways would require encroachment permits and possible ditch work and that Central Lyon Fire review and an administrative design review (ADR) will be required for future development.
Commissioners asked whether surrounding parcels are industrial and about the on-site business. A commissioner said they had searched online and identified the occupant as an aluminum casting manufacturer; Nash said use is not a required element of a tentative parcel map submittal but committed to try to gather more information when businesses already exist on a parcel. After discussion, a motion to approve the tentative parcel map subject to the 13 conditions of approval was moved, seconded and approved by voice vote; the record includes a staff correction clarifying the printed location name as Mound House.
The commission’s approval sends the tentative parcel map forward with required conditions that include utility, access and fire-protection reviews. Next steps for the property will include obtaining required septic permits, encroachment permits for driveways and any required ADR or plan reviews before new development may proceed.
