Custer County BOCC approves budget amendments, mill-levy certification, contracts and benefit renewals

The Custer County Board of County Commissioners on Dec. 18 certified special taxing district mill levies and accepted multiple administrative and fiscal actions, including budget amendments, insurance renewals and intergovernmental agreements.
Vice Chair Lucas Epp read the treasurer's balance, saying the county began Oct. 1, 2025 with $9,636,681 and, after disbursements and credits, was sitting at $9,722,337. The board voted to accept the treasurer's report.
Finance staff presented and the board approved two budget actions: Resolution 25-68, a supplemental appropriation moving $368,073.65 from the capital fund balance into specific capital line items to record approved but previously unbudgeted purchases (radio tower work, landfill equipment, airport gates and jet-fuel tank/apron work, and road equipment); and Resolution 25-69, which transfers $2,169.21 of accrued interest into the Conservation Trust Fund as required by statute. Staff said the mill-levy certification is ministerial; the board certified the special district levies for filing with the assessor, the Department of Local Affairs (DOLA) and state review.
The board approved a one-year sheriff's services contract with the Town of Silver Cliff for $26,257, described as a pro rata allocation based on call logs. The board also approved the certification of HUTF (Highway Users Tax Fund) miles and the HUTF submission after staff summarized certified mileage and expected HUTF receipts.
On employee benefits and insurance, commissioners approved a Pinnacle workers' compensation quote of approximately $114,648 with no deductible after staff said reclassification and negotiation reduced the premium; they also approved an HCC stop-loss endorsement for aggregate excess, activated the negotiated Delta Dental contract for 2026 and renewed liability insurance for Silver West Airport. Commissioners and staff noted common exclusions in the airport policy (war, hijacking and acts of terrorism).
The board authorized Road & Bridge to post and hire a part-time seasonal snow plow operator for the San Isabel area to reduce response time and travel costs from Wetmore. Commissioners noted HR posting rules and that hiring is subject to the standard posting period.
Several routine items and recognitions were also handled, including approval of accounts payable totaling $219,906.19, staff years-of-service recognitions and a road-name change (Resolution 25-67) renaming the Aspen Mountain Ranch segment of Littlehorn Drive to Littlehorn Trail. The meeting adjourned at 10:00 a.m.
