Several residents spoke in opposition during the public hearing, citing traffic congestion on Okeechobee Boulevard and State Road 7, concerns about building height and density, and worries about buses and heavy vehicles on private roads in the Acreage and Westlake areas. Staff clarified this text amendment creates a permitted land‑use category but does not assign it to specific parcels; any application to apply MXS to a property would come later and require separate public hearings and land‑development regulations.
Council members said the category is a proactive tool to steer redevelopment away from undesired outcomes — and to preserve commercial uses along State Road 7 — while allowing the community to participate in subsequent detailed reviews. The council approved the amendment on a unanimous voice vote. Staff said additional regulations and project‑level reviews will follow if property owners seek the new designation.
