Houston County awards EDA professional services contract to Groundbreaking Connections LLC

Houston County staff recommended and the Board of Commissioners approved an economic-development professional services contract with Groundbreaking Connections LLC.
Staff said two proposals were evaluated on experience, understanding of county needs, regional knowledge, cost and references. "Going through both proposals and scoring each of them, obviously, CETA is a very good company that scored high. Also, Groundbreaking Connections with a lot of local knowledge and history in Houston County scored high as well," a staff presenter said. Groundbreaking Connections proposed $85,000, roughly $10,000 less than the other proposal from Community Economic Development Associates (CETA).
Commissioners said local knowledge and tailored approach were key evaluation factors. One commissioner said the Groundbreaking Connections proposal was "very personalized for Houston County" and that the scoring and cost made the recommendation a "no brainer." The motion to award the contract passed.
Next steps: staff will finalize a contract and bring it back for execution per normal procurement practice.
