District clerk urges purchase of election-management software; committee to advance recommendation to full board

The Newburgh City School District policy committee heard a presentation from District Clerk Mister McCoy on the district's need for election-management software and agreed to move the recommendation to the full board.
Mister McCoy said the district has not had an election-management system for several years and that he has run elections from his office using manual spreadsheets: "We're currently the only school district in Orange County that doesn't have an election management software," he said. He told the committee he met two vendors—Bold Systems and NTS—and recommended Bold because it is tailored to school elections and now can include a signature file and offline check-in that syncs when connectivity is restored.
Mister McCoy described operational risks he faces running elections manually and highlighted Bold's fail-safe features: "If the WiFi goes down or the power goes down, this system will be able to continue to check-in voters... Once the Wi Fi came back up, the system then... syncs back up and then inputs all those people that came in and voted." He reported the service would be provided through a BOCES contract at about $23,000 per year and asked the committee for support to include it in the upcoming budget process.
Multiple committee members expressed support and said the software would modernize operations, improve voter lookup and provide post-election analytics to inform outreach. The committee agreed to present the recommendation to the full board at the January 27 meeting so members can vote and address budget inclusion.
