The Lacey Library Board voted on Jan. 15 to approve amendments to its bylaws that align the board with the City of Lacey advisory board handbook and transfer minute-taking and other administrative duties to city staff.
"Under that handbook, the duties have been assigned to city staff rather than board members," the chair said while presenting the proposed amendments. The changes also replace the term "president" with "chair" in several places and eliminate a separate secretary role.
During discussion, board members questioned language in Section 3 about agendas and notices, and staff explained current practice: agendas are drafted by city staff in coordination with the chair and, if a meeting is rescheduled or canceled, the clerk’s office handles official notice under Open Public Meetings Act requirements. Brandy, representing city staff, said the board’s minutes "will be more streamlined and brought into the standard that all of our other advisory boards and council minutes are," describing an action-summary format because full meeting recordings remain available for reference.
A motion "to approve the bylaws as amended" was moved and seconded; the board approved the change by voice vote.
The board agreed the changes could be implemented immediately and noted they could revisit other bylaw language later in the year.
