Plain City Council swears in Annie Arnold, elects Tyler Harriman as council president and confirms committee appointments

Plain City Council opened its first work session of the year with a ceremonial swearing-in of new council member Annie Arnold and a series of organizational actions, including the election of Tyler Harriman as council president and multiple committee appointments.

The session began with a pledge of allegiance, roll call and a motion to approve the minutes from the council’s regular meeting on Dec. 8, 2025. The motion to approve the minutes was put before the council and carried in roll-call responses, with one abstention recorded during the process.

Mister Carey nominated Tyler Harriman for council president, saying he would open nominations and calling the roll after hearing no other nominees. Harriman was affirmed by roll-call votes; when asked whether he preferred to take over the meeting he acknowledged the transition. The council then proceeded through a set of appointments: Annie Arnold was nominated as the council representative to the Board of Zoning Appeals; Michael Terry was recommended to continue as the council liaison to Parks and Recreation; Aaron Lewis was named to continue on the personnel and finance/CIP committee; and James Fint was appointed as the council’s representative to the Pleasant Valley/Valley joint fire district. Council also moved to appoint Tyler Harriman to the economic development committee and Mister Daley to the Plain City Area Development Corporation. A motion to appoint a representative to the US 33 / State Route 161 corporate group was tabled to a later meeting to allow more scheduling and dedicated consideration.

The council approved a motion to appoint Justin Dreyer as the city’s representative to the Union County Chamber of Commerce board. Throughout the votes, council members responded in roll-call fashion with ‘Yes’ or ‘Abstain’; the transcript records those roll-call confirmations but does not provide a full, named roll-call tally for every motion beyond those affirmations.
