Council hears RFI results for energy aggregation; NOPEC shows modest residential savings

Plain City Council received an update on the village’s electric and gas aggregation RFI at its Jan. 14 meeting and heard that potential savings are modest but the opt-out structure remains intact.
Village staff said the RFI closed two weeks ago and two regional providers responded. NOPEC provided potential rate scenarios showing small monthly savings for typical residential usage, while SOPEC returned a response without rates. Staff said gas savings appeared more consistent across the proposals and that the residential examples showed savings "a few dollars a month." Staff recommended bringing both consultants in for interviews to answer questions on contract length, what happens if contracted rates rise above a resident’s current rate, and how opt-out and exit provisions would work.
Council members noted the program is opt-out (customers are automatically included but can opt out) and discussed the likely front-loaded administrative workload for village staff to answer resident questions and direct opt-outs. One councilor said they would be reluctant to proceed on the electric side without clear savings, but that splitting electrical and gas aggregation programs could be considered if gas savings proved stronger.
No formal authorizing motion was taken; staff will schedule consultant interviews and make the proposed interview questions publicly available.
