Blue Island council tables ordinance to replace Civil Service Commission with Board of Fire and Police Commissioners

The Blue Island City Council debated an ordinance to revise the city code to establish a Board of Fire and Police Commissioners in place of the Civil Service Commission and ultimately voted to table the measure after members raised procedural and content concerns.

Alderman Farewell and others said the ordinance contained substantial underlined language, new fee and definition language, and apparent changes in process that made the draft difficult to understand. The aldermen asked for clarification on how the proposed board differs in statutory authority and what specific changes would be implemented.

City Attorney Blake told the council that roughly "99% is copy and paste from the civil service" and that the board is statutory but operates under a different statutory framework, enabling lateral hires for police and fire where civil service rules may not. Blake said the majority of the ordinance is statutory in nature and noted a few nonapplicable references (for example, to a director of public safety) that may need editing.

Following discussion, a motion to table the ordinance was made and passed on roll call. The council did not adopt the ordinance during the meeting and did not provide final language; aldermen asked for further review and clarification before a future vote.

Next steps: The ordinance remains tabled pending staff and council review to clarify statutory differences, remove inapplicable language, and reconcile underlined changes.
