The Sebastian City Planning and Zoning Commission voted to recommend approval of a preliminary two‑lot commercial replat for a 1.94‑acre parcel at 600 Schumann Drive, conditioned on the landscaping and stormwater commitments laid out in Exhibit C.
Joseph Schulke, speaking for applicant Todd Maxwell, told commissioners the request is limited to preliminary plat approval to subdivide the property and prepare utilities and drainage for future commercial development. "We re really here tonight is just to ask for a preliminary plat approval, to subdivide this property into 2 lots," Schulke said, noting the parcel had been demolished and is being set up to be "pad ready." He said the applicant agreed with the staff report.
A city staff presenter summarized the proposal and recommended approval, saying the replat is consistent with the city s land development code and comprehensive plan and noting the prior 0.06‑acre land swap with Schumann Park in 2023. The staff presentation listed five landscaping enhancements in Exhibit C and conditioned the recommendation on implementing those landscaping commitments.
Commissioners asked no follow‑up questions, and the chair closed the public hearing. The chair moved to recommend approval of the replat with the public‑benefit landscaping in Exhibit C; the motion was seconded. The clerk conducted a roll call; several commissioners said "Yes" and the clerk announced, "The vote is 7 2 0 in favor." The transcript records yes responses for seven members (named during the roll call), but does not identify which commissioners cast the two recorded "no" votes.
If the city council follows the commission s recommendation, the applicant will return with a final plat and associated construction permits to implement water, sewer, drainage and landscaping improvements before the lots are recorded.
What the commission approved tonight was the preliminary plat recommendation only; building plans and specific commercial uses for each lot would require separate approvals.
