A single high‑profile item drew prolonged public comment: the proposal for 2100 Hard Road (Z25‑044) to allow up to 112 apartment units on 4.7–5 acres. Neighborhood groups and dozens of written comments opposed the rezoning on grounds of density, loss of tree canopy, wetland concerns, traffic safety (neighbors cited Hard Road's inclusion on the city's high‑injury network), and the proposed 15‑year tax abatement. Traffic staff estimated 58 AM and 69 PM peak trips for the project, which staff said is below the city’s 200‑trip threshold for a required traffic impact study.
After debate about massing, landscaping and neighborhood fit, the commission voted 5–2 not to forward Z25‑044 to City Council with a recommendation. Commissioners who opposed forwarding cited concerns about scale and the need for further revisions.
