Twinsburg City Council voted unanimously Wednesday to impose a moratorium of up to 12 months on accepting or issuing zoning or occupancy permits for vape and CBD retail establishments. Council suspended the usual three-reading requirement and adopted Ordinance 2026007 as an emergency so the restriction would take effect immediately.
Council President Greg Bellen opened the ordinance discussion and moved to waive the three-reading rule so the moratorium could be enacted without delay. After a voice-second and a roll-call vote, Shannon recorded a 7–0 vote to suspend the rule. The council then adopted the ordinance as an emergency by a 7–0 roll-call vote, making the moratorium effective immediately.
Councilmember Fury praised the work of Councilmember Bonacci in bringing the issue forward: "I'd like to give credit to mister Bonacci for bringing this up 6 or 8 months ago to the attention of the law director and the mayor and, pushing this through," Fury said.
Why it matters: Council said the moratorium gives city staff and the law department time to review zoning, permitting and enforcement considerations for vape and CBD sales and to draft any longer-term zoning changes. The ordinance language places an administrative pause on new applications related to vape/CBD establishments for up to 12 months.
Next steps: Because the ordinance was passed as an emergency, it is in effect immediately and remains in place for the statutory period unless council takes further action before it expires.
