Claire Jelenas, economic development strategist, said the developer plans to invest $19,300,000 in real property improvements and estimated the assessed value would increase from its existing base of $32,500 to "a little over $12,000,000" once complete. Jelenas also projected annual real property taxes rising from roughly $1,000 to about $282,000 post-development and described a total 10-year tax benefit to the community of $1,440,000 as modeled by staff. She noted the project is already inside an economic revitalization area and zoned under the Northpointe PUD.
Chris Wilkes, representing Holiday Properties, said the company typically works on a 12-month timeline for buildings and intends to meet the stated schedule; councilors questioned whether the May 1, 2027 start/completion timeline was realistic and discussed options to add time buffers. Staff clarified that if schedule dates in the developer's submitted Statement of Benefits (SB1) are not met it is treated as a breach and the council has discretion—including renegotiating or terminating incentives—but that typical practice can allow renegotiation if the developer can show progress. After discussion, Councilor Hough moved to approve Resolution 26-101; the motion was seconded and adopted 7-0 by roll call.
Council members asked staff to monitor permitting and design milestones and indicated the administration would expect updates if the developer anticipates missing the announced timeline.
