Concord Township approves 2026 budget details, obligations and contract awards

Concord Township council advanced its fiscal housekeeping for 2026 by approving the consent agenda and associated financial items.

Finance reported that the township’s audited financial statements are being finalized and that council adopted the 2026 final budget, which includes general fund expenditures of $5,016,600 and sewer operating fund expenditures of $5,035,521. The township’s five-year capital plan outlines $12,000,000 in township capital projects and $20,600,000 in sewer capital projects. The township reported receiving $1,880,000 in American Rescue Plan Act (ARPA) funding; all ARPA funds were fully obligated by Dec. 31, 2024, and remaining balances were earmarked for stormwater management projects scheduled for 2026.

Council reviewed certificates of payment and final payments to contractors for completed projects (payments listed in the meeting record). The council also heard a bid award recommendation for a three-year sewer maintenance services contract to VISU Sewer Group Holdings LLC (doing business as Moore Construction) with annual contract amounts announced for 2026–2028.

A slate of routine resolutions was approved by voice vote, covering tapping fees (1 EDU = $61,510), manager compensation ($158,995 for 2026), mileage reimbursement set at the IRS rate (72.5¢/mile), designation of banking depositories and annual administrative fees and rates. Total expenditures approved for the period included $993,025.91 (December payroll $276,667.41; township bills $365,478.77; sewer bills $296,879.73).
