Councilmembers questioned the bid packages and requested more time to review lengthy submissions; Public Works staff explained that the city uses engineering estimates and unit-price comparisons to identify substantially low bids and will flag or reject bids that do not meet requirements. Staff said contingencies for unforeseen conditions and contract inspections protect the city if bid prices are low. The council agreed staff will provide bid breakdowns to councilmembers before meetings to allow sufficient review time.
The consent items passed on a unanimous voice vote.
