Council approves first reading of parking ordinance changes, joint school election agreement and rodeo arena partnership terms

At first reading, staff (Speaker 8) presented amendments to chapter 78 of the city code to extend stop/standing/parking rules to city-owned parking lots in response to complaints about vehicles in municipal lots. The ordinance language allows staff to enforce a 72‑hour limit in certain situations and clarifies how unusable vehicles are handled; council approved the first reading.

Separately, the council approved a joint election agreement with the Lampasas Independent School District to hold a bond election on the same date and share associated costs. Staff (S8) said the mayor would execute the agreement if authorized. The arrangement is routine and intended to consolidate elections to save costs.

Council also considered a written agreement between the Lampasas County Rodeo Association and the Lampasas Riding Club that gives the riding club first priority on 12 events while retaining a public rental process for other users; staff said the association would collect fees for public rentals under the partnership. Council reviewed fee categories, cleanup fees and power responsibilities under the draft agreement and discussed monitoring and scheduling procedures.

Next steps: staff to finalize ordinance language for second reading, finalize the joint election agreement for mayoral signature and execute the rodeo/riding club agreement per council direction.
