BPAC examines scooter parking rules in draft Veo plan; staff to share draft for comment

BPAC members spent substantial time reviewing a draft plan for shared micro‑mobility operations proposed by Veo (referred to variably in the transcript as 'Veo'/'Vio'). The central themes were designated parking areas, use of app geofencing, enforcement without frequent field visits and educational messaging to users.

Tommy Sefranick described a strategy to require parking in designated zones and noted other cities allow desktop enforcement by monitoring GPS positions against permitted areas. "They have figured out a way where when you're online, you can zoom in and the city can actually find via or any user, just by looking online when scooters or other devices are outside that GPS reference area," he said, describing a compliance tool used elsewhere.

Members raised concerns about GPS accuracy and sidewalk obstruction in neighborhoods with narrow sidewalks; they proposed a mix of painted/physical parking perimeters and virtual geofence parking hubs displayed in the app. One member said designated hubs such as bike corrals or flex posts could concentrate parking and reduce sidewalk clutter.

Tommy committed to sharing a draft plan on the BPAC listserv before the next meeting and asked members to provide comments so staff can consolidate input to Veo. A timeline was discussed: staff said the operator has six months from an October 1 reference date to secure an approved plan or be subject to city deadlines noted in the draft process discussion.

No formal regulatory change was approved during the meeting; the plan will be subject to staff review, community input and further BPAC comment.
