Summary
The City of Geneva council unanimously approved emergency resolutions to hire the Ohio Auditor of State's Local Government Services for GAAP conversion (not to exceed $20,000) and to accept the low bid of $512,844 for the Long Street waterline replacement, both declared emergencies and approved by roll call.
City of Geneva council members voted unanimously to approve two emergency resolutions on the January agenda: authorizing the city manager to contract with the Ohio Auditor of State's Local Government Services (LGS) for conversion of cash reporting to GAAP, and accepting the low bid for the Long Street waterline replacement project.
The council authorized Resolution 3654 to engage LGS to assist the city's finance director with the GAAP conversion for the fiscal year ending Dec. 31, 2025, with a not-to-exceed amount of $20,000. City Manager Arpad told the council the finance director's active involvement has reduced outside costs in recent years and praised Finance Director Tracy Cappick for that oversight.
On the Long Street waterline replacement, the city held a bid opening Dec. 19 and received 10 bids ranging from $512,844 to $774,783. The city engineer reviewed the low bid and found it compliant; Arpad recommended awarding the work to the low bidder at $512,844. Council approved Resolution 3655 and declared it an emergency. The project was described as starting in early spring, with a grant completion deadline of May 22, 2026.
Both resolutions had motions to waive the three readings and motions declaring each an emergency. Roll-call votes for the waivers and emergency declarations were recorded and passed with affirmative responses from council members.
Next steps: the manager will finalize agreements with LGS and the selected contractor and staff said construction scheduling details for the Long Street waterline will be publicized once confirmed.
