Staff noted the project is FDOT funded and that change orders would require funding‑source approval and return to the commission if outside allowed contingencies.
CEI services: The commission identified Panhandle Engineering as the most qualified firm for construction engineering and inspection (CEI) services for the Tennessee Avenue project and authorized staff to negotiate contract terms; one commissioner recorded a 'No' on that CEI authorization during roll call.
Water system contracts: The commission awarded the Bell Circle water main connection loop project to Main Line Construction LLC (low bid ~$54,893; motion approved with a $5,000 contingency) and Bradford Circle water system improvements to 850 Construction Services LLC (approx. $277,823 with $20,000 contingency).
Other items: The commission also approved routine consent items and renewed a five‑year mutual aid agreement with Tyndall Air Force Base for fire and hazardous‑materials response.
