Kuna commission recommends adopting Ada County CIPs into comprehensive plan for future impact fees

The Kuna Planning and Zoning Commission on Jan. 13 recommended approval of a comprehensive plan amendment to adopt Ada County capital improvement plans (CIPs) for the Ada County Jail, paramedics, and coroner into Kuna’s comprehensive plan.
Doug Hansen, planning and zoning director, said adopting the CIPs would guide Ada County entities and districts over the next five to ten years as they fund facilities, apparatus, and equipment to maintain current levels of service as growth occurs. He said adoption is the first step; if the city later chooses to put impact fees in place, the city would enter an interlocal agreement with Ada County to collect them.
Richard Beck of Ada County Development Services told the commission that, if Kuna adopts impact fees through an interlocal agreement, fees would likely be assessed per unit or per acre and collected at the time of building permit issuance. Beck said he has worked on the program for seven years and appreciates city staff collaboration.
No public testimony was offered during the hearing. Commissioners emphasized that the action establishes plans and the framework for potential fees but does not set any fees at this time. A motion to recommend approval of 25-01-CPA with conditions in the staff report was moved, seconded, and approved by voice vote.
