The Warren City Zoning Board of Appeals concluded a packed Jan. 14 agenda by approving a painted mural and a parking setback while denying a series of sign and use variances that drew board concern about LED displays, neighborhood impact and precedent.
Among the outcomes: the board approved a 336-square-foot mural at 26837 Ryan Road, allowed retention of a 20-foot parking setback at 30300 Hoover, and denied at least three variance requests tied to oversized electronic-message centers and non-ordinance signage. The board also denied a use change to allow permanent-makeup services in a Mound Road suite and rejected two proposed 30-foot minarets at a mosque after neighbors testified about traffic and parking overflow.
Members repeatedly raised frustration about petitioners who failed to attend hearings and about impact statements and enforcement material arriving after packets; several members urged staff to ensure planning impact statements are included in the meeting packet and to follow up on enforcement complaints. The board reminded petitioners of their quasi-judicial responsibilities to appear and provide timely notice when delayed.
The meeting closed with direction for planning/building staff to research outstanding permits cited during hearings and to report back to the board.
