LANSING — The Michigan House of Representatives adopted House Resolution 232 on the chamber floor and approved a package of bills on third reading during a floor session that adjourned until Jan. 21, 2026.
House Resolution 232, introduced by Representative Steele, designates January 2026 as Human Trafficking Awareness Month in Michigan. "Human trafficking preys on the vulnerable, runaways, foster children, people struggling with addiction, poverty, or homelessness, especially women and children," Steele said, urging colleagues to cosponsor and support outreach and reporting efforts. The resolution was adopted by voice vote.
On third reading, the House passed several bills across the calendar. Representative Schmaltz described House Bill 4911 as "a simple fix that expands the barber license to include the operation of mobile barbershops in Michigan," saying mobile barbers could increase accessibility for seniors, veterans, the disabled and children. The bill passed 107–0; the House ordered immediate effect after a motion from the floor.
Representative Schutte urged passage of a child-care licensing bill recorded in the transcript primarily as House Bill 4127 (the transcript also records the number as 5127 in a separate line). "House bill 5127 cuts red tape to help expand access to and lower the cost of childcare in Michigan while protecting adjoining businesses, operations, and mixed use facilities," Schutte said. The bill passed on a recorded roll call, 99 ayes and 8 nays; the majority moved and the House ordered immediate effect.
Other third-reading bills that passed include House Bill 4749 (Calendar 18), which passed 103–4; House Bill 4692 (Calendar 20), which passed 106–1; and House Bill 5207 (Calendar 22), which passed 104–3. The majority floor leader moved immediate effect for those bills and the motions were ordered on the floor.
Clerk announcements during the session listed additional bills reproduced and made available electronically (House bills 5448 and 5449, and Senate bills 764 and 765). Committee activity was reported by the Rules Committee, which recommended substitutes (H-1 or H-3) and referred multiple bills to second reading; several committee-report lines in the transcript are partially garbled and were recorded with substitute recommendations.
The House recessed after the session and stood adjourned until Wednesday, Jan. 21, 2026, at 1:30 p.m.
