Stuart Community Redevelopment Board elects Frank McChrystal chair, Bonnie Moser vice chair and appoints two members to CRA agency

At its January meeting the City of Stuart Community Redevelopment Board elected Frank McChrystal chair and Bonnie Moser vice chair by voice vote, then nominated Frederick James and Phil DeBruhard to serve as the board’s two representatives on the Community Redevelopment Agency (resolution 01-2026CRB), approved by roll call.
The City of Stuart Community Redevelopment Board reorganized its leadership and named representatives to the Community Redevelopment Agency at its January meeting.
Frank McChrystal was nominated and elected chair after an initial nomination of Bonnie Moser—who declined—to serve as chair. Phil DeBruhard moved to nominate McChrystal; the nomination was seconded and approved by voice vote. After the chair election, board member Frederick James nominated Bonnie Moser for vice chair; that motion was seconded and also approved unanimously by voice vote.
Board members then considered Resolution No. 01-2026CRB to nominate two members of the Community Redevelopment Board to sit as voting members on the Community Redevelopment Agency through Dec. 31, 2026. Board member James volunteered to continue, and Phil DeBruhard volunteered as the second representative. A motion to nominate James and DeBruhard was made and seconded; the board conducted a roll call and the motion passed.
Votes and procedure: The chair and vice chair elections were conducted by motion, second and voice vote. The CRA appointment resolution was read into the record and the board completed a roll-call vote; recorded votes in the roll call were recorded as "yes" for the listed board members and the motion carried.

City staff guided the process and read Resolution No. 01-2026CRB into the record before the nomination and roll call.
What’s next: The two board members named to the CRA will take seats as voting members of the Community Redevelopment Agency, which meets monthly and precedes the regular City Commission meeting. Appointees should anticipate attending the CRA meeting schedule and participating in monthly agency votes.
