Several panel members said the nature and seriousness of Harper’s past crimes and the lack of completion of offender-specific treatment weighed against parole. One member voted to grant with conditions (including mandated programming), but the majority concluded denial was appropriate at this time. The board denied parole and recommended that Harper pursue recommended offender-treatment programming before reapplying.
