Greg Duggan, Essex town manager, told the panel the town placed seven charter amendments on the ballot last March and that voters approved all seven. "We had 7 charter changes on the ballot, all of which were approved by voters," Duggan said, and asked the committee to move the approved items through the legislative review process.
