City reports: McDaniel College funding, housing waiting list and planning approvals

McDaniel College Vice President of Advancement David Sears told the council that the college received $830,000 in federal funding for a new nursing facility at the hospital and that its $50,000,000 capital campaign has exceeded its goal, reaching $50,500,000 ahead of schedule. Sears described recent campus improvements (new track and renovated pavilion) and scholarship programming.
The housing department reported a cumulative waiting list of 699 families and said staff plans to close the waiting list by the end of the month and will post public notice; staff explained turnover in assisted units is low, limiting near‑term openings.
Planning staff reported the Planning & Zoning Commission approved site plan S256404 for a Malcolm Drive Medical Center (22,000 sq ft) and a 12,000 sq ft building likely to be a daycare, approved a sign permit for the Carroll County Board of Elections, and tentatively scheduled review of a 3,592 sq ft addition to Westminster Elementary School.
Police department leadership announced the hiring of two lateral officers to fill two of three vacancies: Officer Schauff (started Jan. 5) and Officer Burns (starting Jan. 13), both bringing extensive prior experience.
Council members thanked staff and presenters and asked brief follow‑ups about campus signage and crosswalk lighting; McDaniel staff said a holiday 'joy' sign was removed after wind damage.
