Commission approves small contracts, authorizes Park 131 bids and hears remediation updates

Staff requested a not-to-exceed appropriation of $2,000 from the consolidated TIF to hire a locksmith to access a pole barn at 1930 Yuma and determine whether contents are abandoned; the commission approved the request and staff explained the process of notifying a prior owner before treating contents as abandoned property.
The commission approved a StreetCraft contract not to exceed $5,000 to produce a short public video about redevelopment of the courthouse block. Commissioners also approved a request to appropriate $30,000 to pay Ice Miller fees related to a voluntary remediation plan (Park 131 / labor pump matter) to ensure current and future fees can be paid from the designated account.
Commissioners authorized staff to advertise for bids for Park 131 (a vacant lot at South Main and Lexington) to develop a paved surface, shade structures, a kiosk and lighting; no construction funding was requested at this stage.
In staff updates, staff reported an Indiana Finance Authority loan closing that will provide roughly $2,000,000 for remediation of the Walter Piano site and said the city will submit a $4,000,000 Roundhouse cleanup grant application next week. Commissioners also approved routine bills and adjourned. During the meeting commissioners thanked a long-serving member who will step down at the end of the month; staff said Cindy Ostrom was appointed to begin in February.
