Summary
The commission recommended approval of a resolution authorizing the Schlather Ranch subdivision to develop private streets, noting that an HOA will be responsible for maintenance and that conversion to public streets would require city review and upgrades.
The City of Cibolo Planning & Zoning Commission voted to recommend approval of a resolution authorizing the Schlather Ranch subdivision to develop a private street network.
Planning staff explained that Cibolo’s Unified Development Code does not provide extensive guidance for private street developments and that approval of the location requires City Council action. Staff told commissioners a private‑street subdivision typically requires an HOA to own and operate the streets, collect assessments for maintenance, comply with engineering standards comparable to public streets, and, if gated, provide emergency access lockboxes for fire and EMS. The staff report will be forwarded to council with the commission’s recommendation.
Commissioners asked whether gates or visuals were part of the current package; staff said the gate is not a guaranteed element at this stage, and a land study and final plat materials will appear on the agenda when available. Commissioners also discussed the risk that an HOA could default on maintenance; staff said it is rare for a city to perform private development repairs but explained the process for conversion and the requirement that streets meet current city standards before acceptance.
Commissioner Anthony Sharp moved to recommend approval; the motion was seconded and carried by voice vote. The commission’s recommendation will be included in the packet for the City Council, which must take final action on authorizing private streets.
