Escondido planning commission recommends approval of 70-unit Parkview Townhomes, 5-0

The Escondido Planning Commission voted 5-0 to recommend that the City Council approve Parkview Townhomes, a proposed 70-unit condominium development at 550 West El Norte Parkway.

Planning staff presented the project as an approximately 4.9-acre site currently occupied by a single-family residence and garage. The applicant seeks multiple entitlements: a general plan amendment to remove the parcel from Specific Planning Area 13 and designate it Urban 4 (allowing roughly 24 dwelling units per acre), a zoning map amendment to R-4 (R-4-24), a tentative subdivision and condominium map for 70 units, a design review permit, a major plot plan, a grading exemption (fill slopes up to 40 feet and cut slopes up to roughly 22 feet), and an administrative adjustment to reduce the rear-yard setback for one building.
