Barnstable County finance committee recommends amending FY27 capital budget, shifting $60,000 truck cost to dredge enterprise retained earnings

The Barnstable County Assembly of Delegates standing committee on finance voted unanimously to recommend amendments to two linked ordinances affecting the county’s FY27 capital budget and a transfer into the capital stabilization fund.

Delegate Delia Frizzell told the committee she circulated redline and clean copies proposing that the source of funding for the capital items be made explicit: “the source of the funding is the unreserved fund balance. Period,” and that sections referencing borrowing should be struck from Proposed Ordinance 2026‑O1. Frizzell said she had “no problem with the merits” of the ordinances but was concerned about drafting and the proposed borrowing language.

Treasurer Coppola told the panel that the dredge operation is tracked as an enterprise fund and that, in her view, the dredge’s revenues should support its capital costs. Coppola said the dredge’s retained earnings were “about $400,000” and suggested using those retained earnings to cover the dredge truck rather than subsidizing the enterprise from general reserves.

Committee members agreed on a proposed split: of the $904,000 identified for capital items, $60,000 for the dredge truck would come from Dredge Enterprise Fund retained earnings and $844,000 would come from the general unreserved fund balance. Under the agreed concept, language that implies borrowing or uses stabilization funds as the funding source would be removed.

Delegate Delia Frizzell moved that the committee recommend these amendments to the full Assembly; the motion was seconded and a roll-call vote recorded all members present voting yes. The committee emphasized that it can only recommend changes; final action rests with the full Assembly. The clerk and assistant clerk will draft formal ordinance language reflecting the committee’s concept and send the draft to the administration and delegates in advance of the Assembly meeting and the public hearings scheduled for next week, as advertised in the Cape Cod Times.

The committee also agreed to the procedural detail that the clerk should label the dredge-funded item in the ordinance as coming from “Dredge Enterprise Fund retained earnings” and the other items as coming from “General Fund unreserved fund balance,” to aid future clarity when ordnance text is read years hence.

The committee adjourned following a final unanimous roll-call vote.
