Committee recommends alley vacation for GID–Parks project to create downtown park; vote 5–0

The committee considered an ordinance to vacate an alley in Block 24 of the Denny Triangle and accept a property‑use and development agreement among GID Development Group and Seattle Parks and Recreation.
SDOT and City Council staff described this as a joint vacation petition that allows the parties to remove alley functions and create a contiguous park and edge treatments that serve both the public and the adjacent private development. SDOT staff said the finalized project includes a neighborhood community park with children’s play equipment, park storage provided by the developer and additional landscaping to improve the park edges.
Lisonbee Whitson and other SDOT speakers noted the petition had been through earlier parts of the vacation process, all eight council conditions were satisfied and the final ordinance stage was now appropriate. One committee member described the result as a meaningful public‑private pairing: a larger park footprint for Parks and programmatic space for the developer. The chair moved the recommendation, a colleague seconded, and the clerk recorded a 5–0 committee recommendation to pass (council bill read in the hearing as 1 2 1 1 1 7). The recommendation will go to the Jan. 20, 2026 City Council meeting.
Outcome: Committee recommendation to pass (5–0).
