Urbana Park District updates board on pavilion construction, Perkins Road and Phase 2 of Prairie/Weaver plan

Staff presented slide photos and an update on ongoing capital projects at the Dec. 9 Urbana Park District meeting, noting construction progress, change orders and next steps for bidding and permitting.
On the pavilion project staff said the steel pavilion structure is erected but masonry work is delayed by winter weather. Staff reported three change orders: a pre‑construction DBE sourcing adjustment, an added light pole and a change of water‑fountain model, and structural‑engineer‑driven foundation enlargements. The presentation stated the three change orders net to $18,031, leaving a remaining contingency of $18,031; the total construction contract with change orders was cited as $973,054 and the project has submitted three pay applications totaling $275,000.
Staff also briefed the board on Perkins Road planning: preliminary engineering, survey work and cost estimates are complete and staff are negotiating an intergovernmental agreement with the sanitary district to secure funding for accessible parking, culvert replacement and an access loop trail. The board was told more detail will be provided in January after engineering and funding agreements advance.
On the Prairie/Weaver master plan, staff described what the board is calling Phase 2: regraded and reconfigured soccer fields, a parking bay expansion to serve future amenities, and trails to connect the health-and-wellness center to Weaver Trailhead. Staff said Phase 2 will be designed with bid alternates to protect the budget and that funding will come from a mix of DCEO sources, grants and donations. The presentation emphasized prioritizing utilities and field work while leaving some amenities (playground, spray ground, courts) to later phases if necessary.
What’s next: staff will return with design documents and bid-ready packages for Phase 2 in January, advance agreements for Perkins Road, and process remaining pay applications as construction milestones are confirmed.
