BPAC pushes for designated parking hubs, contract changes as Veo winterizes fleet

BPAC members used Dec. 16 to advance work on the bike‑share contract and operations. Commissioners emphasized three priorities for the next contract refresh: clearer designated parking hubs, incentives or pricing to encourage correct bike returns, and geofencing or technical controls to limit motorized operation in restricted areas.

Commission members reviewed a circulated packet with contract materials and identified operational gaps including abandoned bikes blocking sidewalks, GPS and operator response procedures, and whether the university and city should negotiate as a three‑party discussion with the operator. One member summarized common complaints: "...abandoned bikes and wheelchair ramps, sidewalks, private lawns, driveways..." and urged options such as keeping the meter running when a bike is parked in the wrong place or using additional removal fees.

Annie Adams urged coordination with Veo and the city to create designated drop‑off locations and said she would like to work with the operator: "I would love to work with Veo." Staff and commissioners noted that the immediate priority is to finalize a contract; operational changes and incentives can be layered in after the contract is executed.

Veo personnel will begin winterization and remove shared bikes from campus and community streets for approximately three months; staff said bikes are expected back in March, weather permitting. BPAC asked staff to ensure the working group reviews available contract models from nearby jurisdictions and to confirm public records and communications comply with Open Meetings Act guidance when circulating materials among members.
