A board member moved “that the Board of Education approve the reallocation of funds from one program line item to another as proposed by the superintendent of schools.” The board then voted by roll call; the clerk read each board member’s vote. The roll‑call record in the meeting transcript showed all recorded votes as "Yes," and the chair announced the motion passed unanimously, 9–0.
