The ad hoc will be dissolved for now but may reengage if the project advances.
The commissioner said the consultant work for the needs assessment was approximately $150,000. Commissioners discussed the funding challenge: staff and consultants are evaluating whether a potential bond measure focused on streets (staff estimated a broad need of up to $200 million) should instead seek a smaller, targeted amount (discussed figures around $70–80 million) that voters might accept, and whether library or community-center funding should be included on a ballot measure requiring a two-thirds vote.
Staff noted the library is likely a roughly $35 million project and that the timing of existing school bonds dropping from property-tax bills in 2027 is a factor in bond planning; commissioners raised questions about grant availability and philanthropic capacity to supplement bond funds. The discussion also covered related capital items including golf course repairs and potential public–private partnership approaches.
The commission also heard brief operational updates: the pocket park construction should complete soon with a ribbon cutting after Dec. 1, and the parks comprehensive-plan consultant will present at the December commission meeting.
No formal action on the bond or library funding was taken; the discussion provided direction for staff and consultants to continue testing bond scenarios and funding options ahead of any ballot proposal.
