Fair Oaks art studio allowed to serve beer during 21+ paint‑and‑sip events; county issues PCN

The Sacramento County Board of Supervisors on Jan. 13 voted to recommend a letter of public convenience/necessity to the California Department of Alcoholic Beverage Control for Crafted Canvas, an arts and crafts studio in the Fair Oaks Village commercial district that asked for a Type‑40 on‑sale beer only license.

Planning staff said the site lies in a high‑crime reporting district but noted that the sheriff’s office raised no formal objection and that the Fair Oaks CPAC recommended approval. Irving Huerta, associate planner, said there are eight other on‑sale Type‑40 licenses in the one‑mile radius, all for food‑serving establishments, and staff found no overconcentration under the ABC guidelines.

Owner Nicole Carson said her business focuses on art education and community programming; she said alcohol would be limited to designated 21+ paint‑and‑sip events on evenings and weekends, with locked beer storage accessible only by the managing staff, age checks at service, RBS‑certified servers and visible signage. Carson also said she intends to offer dry classes and family‑friendly daytime programming where alcohol will not be served.

Supervisors pressed about ID checks, separation of adult events from family hours and the business model; Carson reiterated that beer sales would be an enhancement to adult paint nights rather than full bar operations. There were no public objections at the hearing. The board voted unanimously to approve staff’s recommendation and transmit the PCN.
