Kramer said he inspects municipal and private sites, has observed recurring trash and overflowing dumpsters at apartment complexes near Saddle Brook and has issued enforcement notices (two trash-related violations). He reported commercial sites such as Culver’s had shown improvement. Kramer described one small hydraulic-fluid spill on Center Street (from a Bestway vehicle), which the company crew responded to the same day and cleaned using absorbent material.
Kramer said he compiles a yearly MS4 report for the Indiana Department of Environmental Management (IDEM). He told the board he aims to complete his draft for staff review by March 1 so the town council president can sign it around mid-March; the IDEM submittal deadline was described as falling in the spring reporting window. Kramer offered to provide more detailed documentation of his inspections on request.
